Is there an ongoing cost for the iPad’s 3g, or do you just pay the extra $130 and thats it?

I’m on itunes.com/downloads and nothing is happening. It says a screen will pop up with instructions for downloading onto my IPad to get the HOME screen to show up. All I have is the itunes logo and the pic of the USB cable on my IPad…..what am I doing wrong? Thanks so much!
